The Challenge
We are looking for an experienced Title VI Officer to join our Office of Civil Rights team.
In this role, you will:
Provide guidance to NCDOT officials and external stakeholders to ensure understanding of how to implement transportation programs in compliance with Title VI of the Civil Rights Act of 1964.
Engage in wide-ranging, collaborative, analytical, advisory, and investigative federally-required work to monitor and facilitate Title VI and related laws/regulations compliance.
Serve on a team implementing our Title VI Nondiscrimination Program.
Coordinate with federal, state, and local officials.
Develop administrative tools, policies, and procedures.
Provide training to internal and external officials and customers.
Oversee and support Title VI Liaisons in NCDOT and Title VI coordinators from local government agencies.
Lead and participate in mid- to high-level meetings covering critical organizational issues.
Serve on project teams and attend public meetings with planners, engineers, and other officials.
Review policies and technical documents for compliance.
Investigate discrimination complaints.
Prepare investigative and program reports.
Assess internal business units processes and activities and external recipients and make impartial decisions and determinations on civil rights matters.
What You Bring
Experience in or working knowledge of Title VI policy implementation, compliance/auditing processes, or employee/civil rights complaint investigations.
Working knowledge of Title VI of the Civil Rights Act of 1964 and related laws that protect against discrimination.
Experience performing compliance reviews, including reviewing complex program data and comparing it to state/federal guidelines to identify deficiencies.
Knowledge of the investigations process for civil rights discrimination claims.
Working knowledge of comparing and interpreting state/federal guidelines for reviewing written plans to ensure requirements are satisfied.
Experience exercising independent, ethical, and sound judgment to recommend appropriate, time-sensitive strategies to correct program deficiencies.
Ability to plan, prepare, and provide effective guidance and training to customers.
Ability to develop effective working relationships with internal and external stakeholders (e.g., federal, state, and local officials, teammates, contractors, and the public).
Ability to maintain a professional demeanor in high stress or unprecedented situations.
Ability to communicate effectively through listening, writing, and speaking.
Knowledge of the principles and practices associated with project planning, development, or construction.
Ability to travel across North Carolina and safely operate a state vehicle.
Education & Experience
Bachelor’s degree, and
3+ years of relevant experience; or
Equivalent combination of education and experience.
