The Office of Labor Standards Enforcement (OLSE) is tasked with enforcing local labor laws adopted by San Francisco voters and/or the Mayor and San Francisco Board of Supervisors. The OLSE ensures that public works contractors comply with prevailing wage regulations, enforces the Minimum Compensation Ordinance and the Health Care Accountability Ordinance and administers the City's Sweat-free Contracting Ordinance.
Additionally, the OLSE also enforces labor laws of general application including the San Francisco Minimum Wage Ordinance, the Paid Sick Leave Ordinance, the Health Care Security Ordinance, the Family Friendly Flexible Workplace Ordinance, the Fair Chance Ordinance, the Formula Retail Employee Rights Ordinance and the Paid Parental Leave Ordinance.

Appointment Type: This is a Temporary Provisional (TPV) position excluded by the Charter from the competitive Civil Service examination process. It is considered "at will" and shall serve at the discretion of the Department Head. This position will be subject to the Permanent Civil Service examination process at a later date. Successful participation in the Permanent Civil Service examination and selection through an open competitive process is needed in order to be considered for the permanent appointment.

Annual Compensation: $114,322 - $138,970 annually.
Under general direction, the 2992 Contract Compliance Officer I plans, develops, and administers the contract and ordinance compliance programs; administers activities related to the City & County of San Francisco's employment laws to ensure compliance with city requirements, specifically compliance with the City-wide project labor agreement and prevailing wage requirements.
In addition to administering the department's contract compliance programs, the 2992 Contract Compliance Officer I will coordinate and monitor the department's mandates related to such programs; investigates complaints; coordinates and directs meetings with various stakeholders including minority groups, unions, employers, and related public and private agencies; makes presentations and represents the department at meetings; interprets and applies Federal, State and Local labor standards, workforce development policies, contracts and equal benefits laws, rules, and regulations; provides technical assistance to individual contractors or employers; prepares and submits reports; and performs other related duties as assigned.

EDUCATION :
Possession of a Baccalaureate Degree from an accredited college or university with coursework in industrial relations, social sciences or related field.
EXPERIENCE :
Two (2) years of experience reviewing, monitoring and developing contract or other compliance programs involving contracts, ordinances or vendors. Such experience must have included:
SUBSTITUTION :
Education Substitution - Additional experience as described above may substitute for the required degree on a year-for-year basis. One (1) year of experience will be considered equivalent to thirty (30) semester or forty-five (45) quarter units.
Education Substitution - Completion of a State of California approved building trades apprenticeship program may substitute for two (2) years of the required degree.
Experience Substitution - Possession of a Master's Degree in industrial relations, social sciences or a related field or a Juris Doctorate Degree may substitute for one (1) year of the required experience.

Part-time experience may also be used to meet experience requirements. One year of full-time employment is equivalent to 2000 hours. Any overtime hours worked above forty (40) hours per week are not included in the calculation to determine full-time employment.
