Job Description
The HR Recruiter and Onboarder is responsible for both talent acquisition recruitment and the onboarding process. The Recruiter and Onboarder will be responsible for actively sourcing, pre-screening, and recruiting qualified candidates to fill open positions; build strong pipelines and proactively maintain needed staffing levels throughout the organization. They will also manage the onboarding process, communicate with new hires the requirements for onboarding, keeping hiring managers updated and clearing new hires to active status. Relies on experience, technical training, and independent judgment to perform recruiting work.
Responsibilities/Duties - Work closely with the HR Manager and hiring managers to establish current and future open positions.
- Manage job boards and research boards including posting open positions internally and externally as
- needed.
- Conduct interviews/assessments of candidates and recommend viable/qualified candidates to hiring managers through the prescreen process.
- Planning and attend job fairs, internal and external throughout the year with predetermined plan.
- Communicate plan to stakeholders.
- Ensure the Y is well represented publicly with a professional display and interactions in-person and online.
- Research and review market data to become knowledgeable on open requisitions in each Y industry/line of business.
- Develop external pipeline of qualified candidates through networking, social media, and referral-based prospecting.
- Provide data driven reports regarding recruitment efforts and recruiting metrics including vacancy reports, stalled applicants, and time to fill.
- Collaborate with department managers to create personalized onboarding plans for new hires based on their role and departmental needs.
- Serve as primary point of contact for recruits throughout the interviewing and onboarding process.
- Initiate and authorize pre-employment/conditional reference checks.
- Coordinates background checks including Live scans, DOJ/FBI, DMV, health screenings, Hall Pass, and Harver.
- Manage weekly I-9 compliance, E-Verify checks, and complete monthly and quarterly compliance audits.
- Monitor and track the progress of new hire onboarding to ensure completion of required tasks and documentation.
- Responsible for processing PAFs, auditing missing documents, following up on missing documents, and maintaining position seat management.
- Ensure compliance with all state, federal and regulatory agency laws as it relates to the Human Resources department and the Association.
- Responsible for personal development.
- Moderate travel throughout association may be required.
- Other duties as assigned.

Minimum Qualifications The following are the minimum qualifications which an individual needs in order to successfully perform the duties & responsibilities of this position. Please note that the minimum qualifications may vary based upon the department size and/or geographic location.
Education & Certifications: Bachelor's degree, preferably in Human Resources or Business. Additional experience my offset this requirement. PHR/SPHR preferred.
Experience & Background: 1 year of experience in Human Resources or Staffing preferred. Must have previous experience maintaining database systems. Must have experience with HRIS and ATS programs.
