GENERAL DESCRIPTION:


Conducts inspections of assigned coal and non-coal mine permits, notifications, and other operations. Evaluates compliance with state laws and agency rules and regulations. Conducts technical reviews of annual reports, new permit applications, and revisions, and evaluates reclamation activities and bond obligations of operators. Frequent travel within the District 2 area is required.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

• Serves as the permit coordinator for assigned mining operations as assigned by the District II Supervisor.
• Conducts independent inspections to determine compliance with state statutes, rules and regulations, and specific permit commitments. Writes detailed inspection reports and analyzes environmental impacts.
• Review annual reports submitted by operators for completeness and accuracy to ensure that they are prepared in accordance with state statutes, rules, and agency policies and contain accurate reclamation bond estimates.
• Performs reviews of applications for new mines or expansion and revision of existing operations.
• Schedules and conducts inspections of assigned mine operations within District 2 and coordinates inspections with other state and federal agencies when required.
• Reviews adequacy of posted reclamation performance bonds through verification of mining operations and reclamation efforts using GPS data collection and GIS mapping techniques.
• Tracks the progress of permitting actions for assigned mining operations within the District to ensure that all statutory and regulatory time frames involving public notices, affidavits, reviews, and approvals are met.
• Recommends appropriate enforcement actions, remedial action, and penalty assessments when appropriate for operations found to be in violation of state statutes, rules and regulations, or permit commitments.
• Participates in various LQD and industry workgroups, as assigned.
• Represents LQD in public meetings, responds to complaints, and provides appropriate recommendations for resolving permitting and enforcement related issues.
• Confers with public officials, government agencies, representatives of private industry, and consultants in the resolution of permitting issues relevant to small mine permits in the LQD program.

Qualifications

PREFERENCES:


Bachelor’s Degree required with a preference in soils, geology, hydrology, vegetation, range management, watershed management, reclamation and/or environmental regulation PLUS 1-3 years of progressive work experience in the same.

KNOWLEDGE:

• Knowledge and skill in using GIS software to proficiently conduct volumetric and other spatial analyses. Prefer advanced ability to use GIS software to augment permit administration duties.
• Skilled in the application of scientific principles to effectively analyze problems and situations involving activities that potentially threaten the environment due to mining-related operations.
• Skilled in the use of a personal computer for word processing, database and spreadsheet applications, query and mapping from GIS database.
• Skill in interpersonal relations, organization, communication, technical writing, decision-making, problem-solving, and negotiation. Ability to clearly communicate complex technical analyses, issues, and recommendations both orally and written to staff, the public, and the regulated community.
• Ability to communicate, work cooperatively with staff, the general public, and the regulated community, prioritize workload, resolve conflicts, travel and work independently in the field.
• Frequent travel and the ability to conduct field inspections is required.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's (typically in The Sciences)

Experience:

0-3 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Specialist

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Specialist

Necessary Special Requirements

PHYSICAL WORKING CONDITIONS:

• 
  Frequent field work is necessary and the candidate must be physically capable of site inspections that may include hiking and navigating over rough terrain.

• Frequent travel is required.
