Position: Sr. Program Manager (PM) - PD INC Cybersecurity Technical and Analytical Services (CTAS)

Overview:
PD INC International, a support contractor to the Defense Information Systems Agency (DISA), is tasked with providing comprehensive cybersecurity support services to ensure that DoD service and agency information systems, networks, and technologies meet all applicable security requirements. This support aligns with both DoD and Non-DoD Cybersecurity requirements as specified in the Risk Management Framework (RMF) and the Director Central Intelligence Directive (DCID) 6/3. The primary objective is to secure and maintain the accreditation of computers, systems, applications, and networks.
Support Scope:
The primary objective is to provide the Transport Program Executive Office (IE) with cybersecurity support services. This includes roles such as Information System Security Manager (ISSM), Information System Security Officer (ISSO), Directorate ISSM, and ensuring compliance with the Risk Management Framework (RMF) for systems managed by IE.
Cybersecurity Standardization and System Accreditation:
  • Ensure all DoD service and agency information systems, networks, and technologies meet applicable DoD and Non-DoD cybersecurity requirements.
  • As PM for PD INC, ensure ISSO Level II and ISSM Level III certified resources support the IE Cybersecurity Program in compliance with DoD 8140.03 and DoD 8570 standards.
  • Lead and support the RMF process to maintain and validate accreditation of systems.
  • Lead PD INC’s cybersecurity supportive services across the following divisions and programs:
    • IE1 – Communications Transport
    • IE3 – Communications Gateways
    • IE4 – Implementations and Installations
    • IE5 – Communications Engineering
    • IE6 – Mission Support
    • IE7 – Infrastructure Special Services
    • IE8 – Senior National Leadership Communications
    • IEA – NetOps
Key Responsibilities:
Program/Contract Management:
  • Serve as the primary Program/Contract Manager responsible for overseeing the performance of the work.
  • Appoint and provide details of an Alternate Program/Contract Manager who will act in the absence of the primary manager.
  • Ensure both managers have full authority to act on all contract matters.
  • Be available during Contractor Support Hours to address contract-related issues.
  • Manage the performance, cost, and schedule of the project.
  • Organize, plan, and direct all contractor support activities.
  • Formulate and review deliverable items ensuring conformance with all prescribed standards and schedules.
  • Supervise day-to-day activities and oversee personnel assigned to this task order.
Project Management:
  • Manage the formulation and enforcement of work standards, schedule assignments, and review work discrepancies.
  • Supervise contractor personnel and communicate policies, purposes, and goals to subordinates.
  • Provide program oversight and support performance assessment activities, including attending weekly meetings and submitting detailed status reports.
Task Order Management Plan (TOMP):
  • Execute and manage the firm’s comprehensive TOMP to ensure management visibility and effective coordination from task order startup to completion.
  • Ensure TOMP includes processes for Transition-In, Startup, Schedule Management, Subcontractor Management, Quality Control, Issue Escalation, and Risk Management.
Communication and Reporting:
  • Execute and maintain a repository to house artifacts, resources, and deliverables for all cybersecurity programs in one consolidated dashboard view.
  • Provide weekly status reports to the COR detailing major accomplishments, ongoing activities, issues or concerns, and other relevant information.
  • Conduct monthly status meetings with the COR to discuss the content of the Monthly Contractor Performance Report (CPR).
Risk Management:
  • Document all dependencies, issues, and risks against the program and projects.
  • Address risk management and project delays in the Monthly CPR.
  • Prepare and submit Weekly Cybersecurity Situational Status Reports (WSR) detailing progress, results, recommendations, changes to the contractor’s organization, problem areas, programmatic risks, missed suspenses, timeline slips, and significant results.
Deliverables and Responsibilities:

Minimum Qualifications:
Education and Certifications:
  • Bachelor of Art or Bachelor of Science degree in Computer Science, Information Systems, Engineering, Business, or Mathematics.
  • A Master’s degree or relevant certifications (PMP, ITIL) are preferred.
Skills and Competencies:
  • Strong leadership and project management skills.
  • Excellent communication and interpersonal skills.
  • Ability to manage multiple tasks and meet deadlines.
  • Proficiency in using project management software and tools.
  • In-depth understanding of IT infrastructure and technology.
  • Strong documentation skills, including the ability to create and maintain detailed user guides, manuals, SOPs, and technical documentation.
  • Knowledge of Cybersecurity and Information Assurance requirements.
Security Clearance:  TS/SCI
Experience:
  • At least ten (10) years of experience in program management, managing performance, cost, and schedules of projects, and supervising personnel.
Work Environment:
  • This position will be based in an office environment with standard work hours. Availability during Contractor Support Hours is required for contract-related communications and decision-making.
