Role Overview:
The position serves as a coordinator of interactions between Utility companies, Railroad companies and the Indiana Department of Transportation (INDOT) within the Capital Program Management division. Key skills for candidates to be successfull in this position are:

This position traditionally starts at an annual salary of $53,222.00. Salary for this position may be commensurate with education and job experience.
Location:
This position is located in INDOT’s LaPorte District, Capital Program Management Department.
The essential functions of this role are as follows:
• Provides input and direction to INDOT project managers as to what extent of utility / railroad coordination will be needed and how it will affect the schedule of construction for the highway work.
• Arrange meetings or phone conversations as necessary with department designers, consultants, utility / railroad officials, along with cities and counties to determine the scope of work, financial obligations, traffic control, and other issues relevant to the project.
• Participates in diagnostic team reviews that identifies appropriate utility relocation, railroad grade crossing treatments, and recommendations for statewide policies and procedures.
• Reviews highway plans and identifies and provides solutions to the project manager concerning any potential conflicts involving utility and railroad crossings.
• Provides solutions to INDOT project managers and external consultants as necessary, advising them of current utility and railroad processes as well as applicable federal and state statutes that must be followed when working with them.
• Participates in stakeholder visits, site visits, field assessments, and construction inspections.
• Respond immediately to INDOT project construction issues involving utilities and railroads as they arise for successful resolution to meet the schedule of the project.
• Ensures efficient delivery of coordination documents, such as certifications, special provisions, agreements, and relocation work plans.
• Formulates and assists with negotiations of agreements required for projects that impact utility relocations and railroad operations.
• Tracks progress of assigned projects assigned and assist with tasks as necessary to ensure project completion.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
The ideal candidate in this role should minimally have either
• Demonstrated ability to lead multiple outside owners and stakeholders to collaborative solutions
• Demonstrated ability to comprehend, translate, and interact with construction drawings
• Degree in Engineering, Construction Technology, or Business Management required with one year of experience in the transportation industry; or Minimum of three years of demonstrated Project Management experience, transportation construction, engineering, design, Utility engineering, Railroad coordination, or similar field
• Demonstrated Proficiency in Microsoft office and ability to learn other necessary software packages
• Ability to create, communicate, and execute an acceptable project delivery plan for all projects assigned
• Solution oriented, understands, analyzes and strategizes to manage risk in project delivery
• Ability to effectively communicate and work cooperatively with INDOT employees, local public agencies, FHWA, Utility and Railroad companies, and consultants engineers
• May require occasional day and overnight travel
